How much cargo can a PSV tour bus carry before it is a HGV?

A PSV cant become a HGV as it does not have a Gross vehicle weight only an unladen weight and a maximum number of pengers.You would have to plate it as an HGV.A trailer does not change it from a psv and most tour buses are registered private so in effect become a private car
