Is theer any fatwa in islam that grants the father right to tie or gag muslim womans mouth outside home?

my dad is a very fanatical muslim and suddenly after he heard the local imam said--if he wants he can tie our mouth to kep us from speaking to strangers outside the house when we went outside. so now he ties clothes or tapes me, my 2 sister and 2 of my aunt and mother's mouth when we went outside home. is it legal?
