Who do you think is right my friend or me when were talking about this kind of government ?

So my friend David and I were discussing the kinds of government in asia countries have like China, North Korea and Vietnam. My friend is asian so he says he knows more about the communist type of government and how they run. I started the conversation by saying if a person disses the communist government in any of those countries then most likely they would run into trouble. Like if a foreignors disses the government from another country then he would be denied entry into the country and if someone who is a citizen of the country they would face federal charges and even execution. My friend argues and says they have changed now and says his uncle who traveled to a communist government runned country named Vietnam says that they have changed now. He says his uncles says if a foreignors disses the government in another country like the USA it wouldn't matter and they still let you in the country and even if you diss them when your in the country they won't do anything but look at you like your crazy but if you try to start a protesting rally that's when you run into problems. His uncle states that they would ask the protestor calmly to stop and if the protestor continues then they would make an arrest or call in the military for backup. He says his uncle is more correct because he says his uncle have visited the country Vietnam about 6 times. He says Vietnam has changed a lot now and says that the big brother communist system doesn't exist anymore and says Vietnam is a open market economy country now and so is China but not North Korea. Who do you think is more correct me or my friend ??? Do you think he's more correct because his uncle has actually visited a communist government runned country ?? He says Vietnam and China have changed a lot now. I'm just an american guy so I don't know if I'm correct.
