Why are naruto's stats in the databook thing so low?

In the part three datbook thing Naruto has a 26 average, the same as Sakura who I consider one of the weakes t in the series (weaker then Lee, Shikamaru, Ino, etc).whereas people like Neji have 29, why is this? Nejis actually one of my favorites and hes strong imo but Sasuke has 31.5, what is going on!? Naruto has beat Neji before andSasuke always gets beaten up and then saved ym Madara and his lackeys. Even Sai is given 27.5..And all of the teachers such as Might Guy and Kakashi have over 30 but they were crearly not able to defeat pain or other Akatsuki
